This is a beautiful piece, with it's city lights use and the water like ripple effect on the road :)

awesome sauces, thx for stepping

how do you do the texture of the yellow lights? transforming a brush or do you just scribble for a while?

well u can either scribble some dark background with random dots, squares(suppossed to be light sources) on it on a different layer and use it lighten afterwards with lots of sharpness, or just find a photo of city nights with lots of lights/windows of buildings and use the dark areas as pinlight blending mode on the structures, that'll do the trick. i used both :)
